Cost-of-living percentage of the Base or Destination City as compared to the United States Average:
This line of the Two City Comparison table expresses the relationship of each city (both Base City and Destination City, each compared separately) to the United States Average (spending pattern) at the given Earnings Level (i.e., this would be the percentage as compared to the cost of purchasing the same goods and services or maintaining the same standard of living at the United States Average). COL % in the Differentials (third) column shows the percentage differential of the Destination City to the Base City (Base City at 100%).

Please note: When the Miscellaneous field is a negative number, the COL % of US Average becomes an invalid percentage and is not shown.
